Shared across both works; use the world frame and record constraints.

Conventions

Use civic years and causal ordering for dated events. Label objective teaching-example facts separately from in-world claims. Identify the source and who could know each claim. A character's intentional lie remains a lie even when the account has been reviewed.

An unknown motive remains unknown. The author may reveal documentary evidence of an order without providing an omniscient explanation of every council member's intention. Presentation order is not historical order.
