World Foundation: Civic River Towns
Frame and applicability
Shared fiction uses river settlements, paper municipal records, print notices and civic courts independent of local flood offices. Officials can be fallible or corrupt; witnesses have limited knowledge. There is no magic or technology that reconstructs the past infallibly.
Inputs and outputs
The creative promise constrains the scale to a local human conflict. The output is a world frame in which records and living testimony matter; it does not name a particular town's history.
Limits and checks
Evidence can establish a recorded action, not every actor's private intention. New regions can differ while preserving those limits. Check proposed investigative shortcuts against this frame and Setting Rules.
