Setting Rules: Records and Access

Applicability and inputs

Shared across both works under the world frame.

Reusable constraints

  • A sealed municipal original can be inspected only with its custodian's signed authorization. Authorized inspection is supervised; it does not transfer ownership or permit public copying.
  • A certified copy requires a separate custodian signature. A public release of a certified copy can expose its signatory to institutional retaliation.
  • A public release or court inquiry using an archive copy requires certification; inspection authorization alone does not permit disclosure.
  • An original with verifiable official marks can establish what an office recorded. Testimony alone cannot establish every private motive.
  • Publishing an allegation is distinct from a court finding. An inquiry can investigate disputed responsibility; neither process reverses past injury.

Checks and evolution

A proposed investigation must explain access, authentication and the consequence of disclosure. Named signatures and particular outcomes belong in Content. Changing custody or copying policy affects evidence scenes, quests and item treatments and must be reviewed first.
