Greybank is a river town. Its municipal archive stores sealed flood-office records; the town council controls funding, while a separate civic court can hear a petition. Iven is its custodian. Inspection takes place at a supervised reading desk.

Applicable constraints

Use world institutions and access/copying rules. Required records are secured; a publicly displayed notice and a water stain at the reading-room entrance provide accessible evidence. The stain's marked year connects it to the flood, but proves no actor's motive.
