Greybank Flood, Civic Year 120
Objective teaching-example facts
The flood happened fifteen years before the current conflict, in civic year 120. Before the river peaked, the council ordered the office to divert water away from the trading district. Mara's father carried out that written order. The diversion worsened flooding in the lower district. The office then published a notice blaming his careless gatekeeping.
The original ledger records the order and execution. Iven saw the order and signed the public notice. Mara was a child and did not witness these decisions. Whether each council member acted from corruption, panic or another motive is intentionally unknown.
Time and evidence
Order → diversion → flood damage → false public account. The current archive investigation is in year 135. Follow setting causality and lore provenance. Neither novel revelation nor game state changes this historical ordering. Allegation, evidence and a later legal finding remain distinct.
