The Official Notice
Account and provenance
A printed flood-office notice displayed at the archive, signed by Iven after the flood. It claims that careless gatekeeping caused the lower district's damage.
This is an intentionally false in-world account. Its existence and wording do not make its claim objective canon. Mara initially trusts it enough to recognize the accusation, while seeking contrary evidence.
Audience delivery
Under narrative rules, both works present this required allegation before the audience can judge contrary evidence. Optional Iven recollection concerns shame and dependence; it does not supply an essential clue.
