Iven

Identity and authoritative facts

Iven is the archive's custodian. During the flood he worked in the flood office and later signed the public account. He saw the written diversion order and knows the public notice's central allegation is false. He did not witness the council's deliberations and cannot know each member's private motive.

He wants to preserve the archive and protect his dependent household from retaliation. Shame makes him evade questions; it does not give him omniscient knowledge.

Constraints and relationships

Use canon policy, access rules and knowledge rules. He controls access at the archive, signed the notice, and can authorize inspection/certification of the ledger. The arc owns his actions and revelations in the current story.
